Its about me becoming the Raikukage...I had every intention to.

"ya know, that's not going to clear up tensions"

Jutsu closes her eyes. "Ruka's right." She looks up at Jor. "You becoming Kage of the Lightning has ticked everyone off. Most don't see you as a friend anymore, but more of an enemy."

*saruka lays his head onto the table*

Yeah yeah. I dont need to be told something i know. I did it because if i were to be able to control the villagers, we might not lose any more villages to them. But so far, my plan hasnt been working. They divided into two groups: Those who are loyal to me... and those who arent. So far, the ones unloyal are overpowering me. I need your help to get the majority of them to be loyal.

You dont have to. But that does give me an idea. If you mount a fake attack using clones of your people. If i could stop the fake attack, then more would be loyal. Then i could control those attacks on your villagers.
