I've always wondered but they never explain. but after Kushina and and Minato die.... who raised naruto? there is speculation and dismissal all over the internet.
My personal theory isn't Orphanage. as a baby it is likely he was raised by a family who sought to honor the 4th by taking care of his child but once Naruto was a toddler (1-3) the family was likely growing afraid of what he was and arrangements where made for him to be raised at the academy until he was probably about 5 or 6 at which point he was probably placed in the apartment and taught very basically how to take care of himself at which point he was left to his own devices. so he was probably given a little love as an infant till about 3. once he was appointed to the custody of the academy he was likely treated with a mixture of caution and mild neglect. meaning he was looked after, fed, bathed and given some semblance of structure but no real human interaction. once he was placed in his apartment he was probably ignored all together, tossed aside and forgotten. so naturally he began to act out to get attention which lead to the village truly finding distaste for him and blaming his behavior on the Kyuubi. Once people began showing him resentment this is when Naruto begins to understand how others feel and begins acting out worse because in the eyes of a child negative attention is better than no attention at all.
It goes without saying that it is the villages fault he was a a proverbial "problem child" those who grow up with out posative reinforcement tend to do negative things. however, even though there was a defined lack of love and affection for him as he grew he was capable of it and burned to give it as much as he wanted it and I can trace that back to the chakra his parents placed in him as a newborn. it wasn't apparent it wasn't direct. but it was there somewhere within himself he knew his parents loved him and that final act saved him from treading Sasuke's path. this leads me to two very prophetic turns of phrase.
"it takes a village to raise a child" and the village failed him, his ability to forgive and love almost unconditionally opened there eyes to who he was and not what he was.
"there but for the flip of a coin goes I" Sasuke's story and Naruto's stories where not perfect parallel's are strikingly similar. the only difference being Naruto to a great extent didn't know what he was missing sure he saw it as a small boy but never really had the actual experience in memory. When Sasuke lost his family he had an understanding of what it was to be loved and losing that bore scars on his heart as deep as Naruto but it was all at once rather than over the coarse of years. If the Uchiha hadn't been massacred and Sasuke hadn't become the dark individual he had it's fair to assume Naruto's development could have taken drastic changes for the bettor or worse.
For the better: Sasuke could have been capable of being a real friend to Naruto and a more encouraging rival rather than just an obstacle to be over come. He may have found a healthy relationship with the Uchiha and in his fashion brought actual peace to the clan and the village.
For the Worse: Sasuke would not have really stood out in Naruto's eyes and would continue to grow more bitter and hateful toward the village and could have fallen victim to negative influnces which at the time was Orochimaru and might have ended up a very powerful force to deal with.
